Empowering Growth

The Han River Declaration, adopted in 2011, laid the foundation for a comprehensive partnership between the Mekong countries and the Republic of Korea (ROK). Built on a shared vision of common prosperity, regional cooperation, and sustainable growth, the Declaration marked a significant milestone in strengthening ties between the two regions.

The partnership prioritizes three core pillars of cooperation: ASEAN connectivity, sustainable development, and people-centered development. As part of this commitment, the Government of the Republic of Korea pledged to expand its Official Development Assistance (ODA) to ASEAN Member States, with particular emphasis on supporting the development of the Mekong countries.

MKCF

Established in 2013 under the Mekong–Republic of Korea (ROK) Partnership launched in 2011, the Mekong–ROK Cooperation Fund (MKCF) advances sustainable development across five Mekong countries— Cambodia, Lao PDR, Myanmar, Viet Nam, & Thailand (CLMVT).

The Fund drives impact through seven strategic priority areas: Culture and Tourism; Human Resources Development; Agriculture & Rural Development; Infrastructure; Information & Communications Technology; Environment; & Non-Traditional Security Challenges.
